The Coaliton forces all follow the same rules and constraints. They come under the control of whichever nation heads the sectors they are deployed in.
I don't believe that for a minute. I'm certain that al Qaeda suspects in Afghanistan are turned over to Pakistani intelligence people as well as ours. They are allowed to employ certain methods we couldn't get away with.
