Because he couldn't do anything else and HAD to do something before the election he's hurling threats, insults, and harsh words at us. If he hadn't done anything he would have lost face. This is a desperate attempt to remain relevant, not to recruit new followers. An attack on the US would have been the best recruiting tool. This is an admission they could not do that. Either that, or Karl Rove has him locked up in a cave somewhere and drugged him up to make a statement on camera right before the election (the Cronkite Theory).
