The story I heard on FNC this morn was the State Department requested that Quatar lean on al-Jezera to get them to hold back the whole tape -- when that failed they agreed to hold back the parts the CIA thought might be signaling for attacks.

I missed all of that; however, I did hear (probably on Fox, but might have been MSNBC) that part of the tape was withheld due to threats on the Bush family.
