They can dream up concoctions all they want, but a one vote victory is a 'mandate' as far as I'm concerned. Powers proscribed by the Constitution or federal law are not diluted based upon strength of victory.

So if the Dems don't like it, they can all go to Hillary.

In December of 2000 271 electors voted Bush 100% of all the powers vested in the President of the United States.

Both Houses of Congress ratified the result. End of story.
