An off-duty deputy U.S. marshal embroiled in an apparent road rage confrontation along Rockville Pike on Thursday night fired repeatedly into the rear window of his adversary's car, killing the man as he sat behind the wheel, according to police and witnesses.
Numerous witnesses to the death of Ryan T. Stowers, 20, at the Mid-Pike Plaza in Rockville shortly before 8:30 p.m. were being interviewed by Montgomery County police yesterday. Authorities said no decision had been made on whether charges would be filed against the deputy marshal, Arthur L. Lloyd, 53, a 28-year veteran of the U.S. Marshals Service assigned to U.S. District Court in Washington.
"The rear window was shattered out," said Capt. John Fitzgerald, a police spokesman, who said investigators had begun to talk with at least 40 witnesses. "With that many witnesses, there ought to be a very clear picture of what went down."
Although Fitzgerald said Stowers may have driven toward the federal agent in the plaza parking lot, three people who said they witnessed the shooting told The Washington Post that Lloyd was standing with his gun drawn and opened fire after Stowers drove past him.

I have no idea why you keep trying to make up reasons why the kid is guilty of something.
You could be right...I wasn't there, so I don't know. I tend to want to show my support to the one who is working to protect my family...so i initially wanted to believe that the officer was innocent.
Why is a Federal Marshal enforcing traffic law?? Marshals have no authority to enforce state laws.
Call it a hunch. I have seen "this kid" hundreds of times on the streets and in the parking lots of shopping centers and malls just as you probably have too. It's unfortunate that this particular kid crossed paths with somebody so deranged as to actually act on his frustration and anger in such a permanent way.
I do recall once when a couple of friends and I were nearly hit by a guy running a stop sign. About a mile down the road, the man pulls us over and flashes a badge and tells us off about speeding, which was false.
None of us said anything but after he left one of my buddies said the guy was a distant cousin of his and was really mean and had a bad temper. The boys Father had a talk with the sheriff and was assured the reserve deputy would lose his badge.
LOL~
The Marshall was playing Road Rage tag with the kid.
Ryan Stowers
Sure sounds like murder to me. This is coming from the deputy's wife so he's toast. I predict that he'll take a plea bargain and this will not go to trial.
Wow. Nice rant. You must have been one of the witnesses since you know exactly what was said.
"How utterly tragic the outcome of sheer ego and stupidity. "
Looks like the deputy got his clock cleaned by a guy 33 years his Jr. and decided to "show him who was boss".
How do you know what was said?
7MMmag appears to have actually read the whole article.
Those are direct quotes from the article. There were plenty of witnesses to what happened.
But unless you were standing next to the guy, I'd hold off until at least all the facts come out. What if the guy in the Camaro was pointing a gun at the LEO that only he saw? Not saying he was, but you wouldn't know.
That's what I think too.
All it takes to set off some of those nutjobs is someone who questions their authority in some circumstances.
Maybe I wouldn't know for sure, but I think that a U.S. Marshal being denied bail is a pretty substantial hint:
'Pattern' of Violence By Deputy Alleged
Bail Denied as Prosecutors List Assault Claims

A deputy U.S. marshal charged with murder in the shooting of a man after a traffic dispute in Montgomery County last week was denied bail yesterday after prosecutors alleged in court that he has shown a "pattern of violent tendencies."
As the deputy, Arthur L. Lloyd, 53, appeared in District Court via closed-circuit TV, Deputy State's Attorney John J. McCarthy said Lloyd's son and wife told authorities in the past that he assaulted them. McCarthy also said Lloyd has been disciplined repeatedly by the U.S. Marshals Service for various infractions. . . . more here.
Oh, absolutely. Throw the book at the guy. My only point was rushing to judgement may prove to be inappropriate. But a badge and a gun does not make one right. Especially when not working in an official capacity.
