What happens if you walk into walmart, get two boxes of ammo, switch the insides, and put one box back? I suppose they'd still have a short list of suspects, but overall I don't see how this would be all that effective.

With the basic law, will come a raft of laws to prevent it being easily circumvented. For example, molding your own lead bullets will require a special license similar to those required to own class 3 weapons. At the store, cartridge boxes will be sealed in high-tech tamper proof cases, and will be locked in a special vault like a pharmacy. The idea is to make gun ownership and shooting so onerous that most folks eventually quit, leaving the "dead enders" as social outcasts who will be more easily managed and picked off in time.
