Some people like so called invasive species. The economy of Napa county gets a huge boost every year when they hold the Mustard festival.
The point is, you must be able to control your own property. It is antithetical to the Constitution for the government to tell you what you can and cannot grow.
It is also unnatural to try to control the environment so precisely. Plants travel naturally into different environments, and their populations boom and bust naturally too. Frequently, when you have governments trying to microscopically control populations, you get environmental disaster. It doesn't hurt them if someone's property is destroyed by it, the property owners still have to pay their taxes after all.
