One more possibility: someone hacked Navy Chief's password and posted a bogus story.

I have not had much hope for this story from the beginning. It could be true, but without heavy authentication, it's a dud.

I doubt it. He's been talking about this story for weeks. He's also been talking about the Hanoi papers too:

I think it's more rumor control so they have all the facts straight. That said, they need to get this story rolling NOW if it's true.
