Not only Jimmah but it would take a buttload of others to upgrade a DD to an honorable and make the evidence of the crime go away.. Declaring open season on past presidents activitys would also open up x42's obvious treasonous activitys.. We've had two treasonous ex-presidents since 1980 and a third in the aisles panting(Kerry)... Congress and the Senate would see that as having ten foot poles marks all over it.. and would'nt touch it.. The excuse; a diversion from the war on terror would be a bad thing..

No one would get blamed, except Kerry for misleading everyone. Upgrades were almost automatic if your original discharge was related to protesting the war. I don't imagine that Kerry was given any special favor, other than hiding his original record.
