Ah, the old issue: sovereignty of God and the self-will of the individual...
I believe in both:
God allows and works leaders into His Plan, but he selects leaders. He said that He picked Nebuchadnezzar as the instrument of punishment for Judah.
I believe He will allow us to choose, but He can intervene in the hearts of believers to turn the tide, too! :)
