McPeak was awful!! He was absolutely the worst Chief of Staff during my years in the Air Force. Just for starters he forced touchy feely “Total Quantity Management” on us, ruined our uniforms and conducted an arsine reorganization. Other than that he wasn’t very good. Every time McPeak endorses Kerry I guarantee it cost him votes from former AF members.

You are right, "TQM" was a FWA exercise. Don't forget what McPeak did to "Regulations vs Instructions" \, After Gen Fogelman became CSAF, I recall my admim personnel having to stamp "Compliance with this instruction is Mandatory" on every McPeak directed new "AF Instruction" that published, hundreds of them. The Pres Bush campaign should get hold of Gen Fogelman to correct the record on McPeak. He was a disaster for the AIR FORCE.
