You got it right. Gibson was armed and ready with a quote from Guiliani, chastising Joe Lockhart for taking his comments out of context. Evidently Lockhart has made the talk show rounds today, and his main sctick, saying Guiliani is the one who blamed soldiers for not finding the explosives.
