Where are you getting this information? I watched their up to the minute news last night, read their breaking news articles and found no mention at all.

Thanks for the link to Mosnews but I was looking for a link from the BBC that Putin would make an announcement today as you stated. Last night someone else said the BBC reported that Putin would respond but I couldn't find it on the BBC website.
