I'm new, but 3 tons or 180 tons, if this stuff is so darn potent, wouldn't that amount constitute wmd? What else can you use this stuff for?

WMD = biological, toxic gas, nuclear....everything else= coventional

From what I have read, this stuff is typically used to ignite nukes. It is very hard to make the stuff explode unless you are very familiar with it.
