Yes and no. Yes, elections are decided in the Electoral College, not by popular vote. That's why Bush is President in the first place. However, the Electoral College tends to track the national vote unless the race is within two points.
80% of Washington (a solid Kerry state) votes by mail too. And the ballots have already been out for two weeks.
