No matter what crimes they committed, Vicente Fox would scream "persecution!" if we tried to adjudicate it.

Legal aliens without citizenship may also be attempting to vote. Their risk of getting caught is negligible, so it is quite reasonable to expect that some do vote. The numbers simply cannot be determined until we require proof of citizenship.
