An academic researcher has found 11 passages in Senator Kerry's published writings that appear to have been taken from other works without attribution, though experts disagree about whether the copying should be considered plagiarism. Sounds like the very definition to me

The explanation for plagiarism these day (such as that at Harvard recently) is, "I didn't supervise my research assistant adequately."
In other words, the authors aren't actually writing the books. The research assistants (or ghost writers) are. The author is only safe from plagiarism if he has a good research assistant. If the author doesn't have the time or inclination to write his own stuff, he obviously is not going to independently verify what his research assistant tells him. So a lot of "authors" end up with passages that research assistants, lacking judgment, copied too closely from another document, without attribution.

Kerry's plagiarism is not a surprise. The guy feels like he's entitled to others' work. He rips off headlines daily to attack President Bush.
He clearly has no values. He lies, steals, cheats and encourages his supporters to act like him.
