We do need to develop tech. that will scan all cargo as it comes off the ship in a way that doesn't slow down the port completely..

We use intelligence to review information on 100 % of cargo entering our ports
I undersand what this article is saying, but it still doesn't make the case against Kerry's 95% not inspected accusation.
If anything, it probably allows a case for a claim of 60% not secure.

A question to be addressed is "what good would it do to do that at the port?"

We do need to develop tech. that will scan all cargo as it comes off the ship in a way that doesn't slow down the port completely..
We have the technology, has been around for years. It can be deployed so as to INCREASE the flow of containers. The question is not so much IF we should inspect, but WHERE do we inspect. detecting a nuke as it exits a ship in port might be a little late.
