What is your point? Are you against the lottery or naive enough to believe it will help education?
My point? All of the education and jobs rhetoric is completely empty; the lottery simply reveals a profound lack of education and constitutes an awful tax on stupidity. It has no redeeming qualities, and in the presence of a marginally educated citizenry, it would serve only to add yet another layer of bureaucracy.
