..the instructions specifically tell the voter not to attempt to line the numbers on the sheet listing the candidates with the numbers on the punch card. It is really wuite simple to look for the number of the candidate or issue you wish to choose and punch the corresponding number on the card.

Why the arrows then?

I believe they use the same card in the voting machines. When they are used there they line up with the holes through which the holes are punched.
