You obviously don't live in Vegas. When the big conventions come into town, the prostitution business markedly increases.
Visit Vegas when there is a convention in town and check out the Strip hotel bars from 11pm on. Those men in suits with the scantily clad women are not with their daughters.

The fact has been and remains that prostitution is thriving in Vegas. The fact that it is illegal only helps the pimps, the cops on the take, and the health clinics.
