If it's copyrighted (and I suspect it is), under US copyright law you need permission from the copyright holder to reproduce and distribute it (or publicly display, etc. - there are specifics under US copyright law).
Since they've posted in on the web for free download, they may not have a problem with you reproducing and distributing. Check the download site - is there a Terms of Use? If so, read that and see what it allows to do with the content. If it doesn't allow for that, you might want to write to the contact on the site and ask for permission to do so. Since they seem to want to get this out, my guess is they will grant you at least limited license rights.
It's permissable as long as you do not make a profit or charge for the cds or dvds.
You can share it all you want. Free viewing has been approved by the producer.
I think it is as long as you don't sell them.
