Does anyone know, if there is an October surprise, why it is coming out after many states have had early balloting already underway? Are there really that many "undecideds" out there?

Are there really that many "undecideds" out there?Not that many people use early balloting. And the most recent poll I saw (sometime in the last three days or so) said there was about 15% of the electorate that still considered themselves "persuadable" one way or the other.
