Bush said the card would provide legal status for undocumented immigrants...

This is amnesty for Mexican lawbreakers that have entered the USA illegally.

...or those who want to come to the United States to work. But he said he would not offer amnesty.

Mr Bush won't call it amnesty, but thats exactly what it is!
