Unless they change the bylaws, can't happen. The Secretary General must come from a country outside of the permanent Security Council members, and the position rotates regionally.
If he wants it bad enough, don't count him out. If there is anyone who can "make people see things his way", it's Bill. He has the "dirt" on everyone associated with the UN who could stand in his way. Watch and see.
