the point - as other poster noted above - is that Kerry didn't have any appropriate clothing & had to go buy some, just like his trip to the sporting goods store earlier this year to procure a Jacquestrap.

Reminds me of Algore renting farm animals for the photo-ops at his "hometown" Tennessee farm.
It looks like Kerry forgot to buy a few items. He's wearing a camaflouge hat and jacket which don't quite go with the dress pants and dress shoes.
