Another possibility is the Stasi files of the former East Germany. They are accessible, but I don't remember what the rules are. I'm trying to remember the present name of the agency which controls access to them.
The name you seek is GAUK (sp?) - probably won't release (quickly) to foreigners - especially if it concerns the German's favorite candidate . . .
