Since you asked...

"To effect" means "to cause". For example: "The candidate's stirring speech effected a change in his favor in the opinion polls."

"To affect" means "to influence". For example: "The candidate's stirring speech affected the opinion polls."

So, in the case of your post, the correct spelling would be "affects".
