Don't forget, when Kerry requested this PH of Elliott, his CO at the time, Elliott investigated (or had heard from others before Kerry came to him with the request), and appropriately turned down th request.
We don't know the chain of approval for this PH, and it was put in for moths after the incident via a chain of command that did not include Elliott.
