She doesn't sound quick-witted enough to plan a fake rape charge. She admitted to the cops that she planned to meet him and was flirtacious with him and willingly kissing him even though there were no witnesses other than Kobe around to confirm that. Had she been trying to set him up there would have been no reason for her to admit to anything sexually consensual -- particularly kissing.
I think it's fair to say that she was a tease, but even a tease is not fair game for rape.
