What is the default rule? Do the provisional ballots initially go into the total, and then can be looked into if there is a challenge? Or are they set aside, and then inspected and counted upon a challenge? It seems to me that this makes a huge difference in how the night will go on Nov. 2nd.

WEll in Colorado...all provisional ballots have to be verified and counted within 12 days....I don't know if that is a federal law or if each state determines the deadline...
FRAUD = fine up to 5000.00 and 18 months in jail...serious business to cast a FRAUDULENT Provisional Ballot and it is a FELONY!
