Nothing to back up this claim, either:

But more importantly, with respect to the question of no record, I helped write -- I did write, I was one of the original authors of the early childhood health care and the expansion of health care that we did in the middle of the 1990s. And I'm very proud of that.
So the president's wrong.
My internet research says he had 56 bills/resolutions that passed the US Senate. 47 bills/resolutions got no further! They were duds! Of these 56 only 9 passed the House and got signed into law. Of these 9, most are totally useless legislation
