Bush/Cheney Absent on Absentee Ballots in Randolph County (IL)

RANDOLPH COUNTY - Something was missing from absentee ballots recently sent to military personnel from Randolph County in southwestern Illinois, according to servicemen who received the ballots.

The absentee ballots, which appeared to have been made up on ordinary paper, failed to list two fairly high profile candidates-- President George W. Bush and Vice President Dick Cheney.

David Blow, a member of the U.S. Air Force, stationed in San Antonio, Texas, called his cousin who resides in Randolph County and asked him to see if the "Special Write-In Absentee Blank Ballot" was really legal. Blow told his cousin Rick Hall that "in the place where the Republican Presidential Candidate's name would appear, instead was the message ‘Nominees will be certified following selection by the Republican National Convention.’"

Republican U.S. Senate candidate Alan Keyes' name did appear on the ballots in question.

The ballot appeared to have been hand made and did not look official, Hall said.

When he inquired at the Randolph County Clerk’s office how they would count this ballot, he was told they would transfer the votes to a punch card ballot after it was returned to the county. Hall said that 62 servicemen were sent absentee ballots.

County Clerks in Montgomery County and Jersey County said they waited until the Illinois State Board of Elections had certified the ballot with President Bush’s name on it.

There had been confusion on deadlines due to the late date of the Republican National Convention and the dates set by Illinois regarding the certification of the Novemnber general election ballot.

Linda J. Crotchett, long time Jersey County Clerk, questioned why a clerk would send out ballots prior to certification, since the deadline for certification was September 3rd, well before absentee ballot voting is permitted to begin.

When the certification was received from the Illinois State Board of Elections on September 3, Crotchett said her vendor was ready and immediately sent her the specimen ballot for her to proof.

Copies of the specimen ballots from the vendor containing all candidates were immediately sent to military who had requested an absentee ballot. The regular punch card was sent with the specimen ballot as per normal voting procedure.

Pat Freeman of the Illinois State Board of Elections said that a special meeting was held on Sept. 3 by the State Board in order to make certain the President appeared on the ballot and a memo was immediately sent to the County Clerk of each county.

Freeman said she was aware that Randolph County had sent 10 ballots before September 3 to military personnel who had requested absentee ballots but they had since sent a second ballot with the President and Vice President on the ballot.

A clerk in the Randolph County Clerk’s office said no ballots had been sent prior to September 3.

When asked if a printed ballot had been sent prior to the certification date without the president’s name, she said she could not answer that question and referred the matter to County Clerk Pat Laremore, who was unavailable to respond to IllinoisLeader.com's inquiry.

This is a rural county that tends to go Democratic. I'm not sure if what happened was the result of bureaucratic imcompetency compounded by the fact that, since the GOP convention was late, Bush-Cheney were late in getting certfied by the state board of elections, or if something fishy is going on .

We're also dealing with the very real problem that many of these county clerk offices are manned by idiots. High school education and minimum wage. That may work for the city council election, but it won't cut it in these close presidential elections. (Plus, they may be very easy to buy.)

In my state, town clerks are elected. There is a lot of political pull involved. In a rural area, an easy job like this, even at minimum wage, is just extra money and whichever party is in power in the township will make sure one of their own is elected. In some townships it is just a popularity contest or the fact that only a couple people even want the job.

Our local townships are too small for support staff.

The important part of the clerk's job is the property tax rolls. More than once, influential people get informal exemptions when they are overdue on taxes in certain townships. Or influential people get a heads up on a sheriff's sale.

This is interesting. I have alerted the local newspaper to dig into this. Think that I might call a Republican precinct committeeman or two also.

Randolph County unfortunately had a corrupt Republican years ago. Folks still remember those days.

I'll bet the county clerk will try to pull the late certification issue.

How Democrats Steal Elections - Top 10 Methods of Liberal Vote Fraud

1. Over-Voting. In Democrat strongholds like St. Louis, Philadelphia and Detroit, some precincts had 100% of their registered voters voting, with 99% of the ballots going to Gore. Clearly, multiple voting resulted in extra tallies for Gore in the 2000 election. (New York Post, 12/09/00).

2. Dead Voters. This classic Democratic method of vote fraud goes all the way back to 1960 in Chicago and Dallas. The 2000 election was no exception. In Miami-Dade County, for example, some of the 144 ineligible votes (those which officials actually admitted to) were cast by dead people, including a Haitian-American who's been deceased since 1977 (Miami-Herald, 12/24/00).

3. Mystery Voters. These "voters" cast votes anyway but are not even registered to vote. In heavily Democratic Broward County, for example, more than 400 ballots were cast by non-registered voters. (Miami-Herald 1/09/01)

4. Military ballots. Many of these votes were disqualified for the most mundane and trivial reasons. At least 1,527 valid military ballots were discarded in Florida by Democratic vote counters (Drudge Report, 11/19/00).

5. Criminals. Felons are a natural Democratic voter and they're protected on voter rolls across the country. In Florida at least 445 ex-convicts - including rapists and murderers -- voted illegally on November 7th. Nearly all of them were registered Democrats. (Miami-Herald 12/01/00)

6. Illegal aliens. These voters have long been a core liberal constituency, especially in California. In Orange County in 1996, Rep. Bob Dornan had his congressional seat stolen from him when thousands of illegal aliens voted for Loretta Sanchez (Christian Science Monitor, 9/2/97).

7. Vote-buying. Purchasing votes has long been a traditional scheme by Democrats, and not just with money. In the 2000 election in Milwaukee, Wisconsin, Democratic workers initiate a "smokes-for-votes" campaign in which they paid dozens of homeless men with cigarettes if they cast ballots for Al Gore (Milwaukee Journal-Sentinel, 11/14/00).

8. Phantom Voters. These voters don't really exist, but their ballots do. In the 1996 Lousiana Senate race, GOP candidate Woody Jenkins had the election stolen from him when he discovered that 7,454 actual votes were cast but had no paper trail to authenticate them (Behind the Headlines, F.R. Duplantier, 4/27/97).

9. Dimpled chads. Those infamous punch-cards were a ballot bonanza for Al Gore. Democratic poll workers in Palm Beach, Dade and Broward counties tampered and manipulated thousands of ineligible ballots and counted them for Gore, even though no clear vote could be discerned. (NewsMax.com 11/27, 12/22, 11/18, 11/19/00).

10. Absentee ballots. Normally it's assumed that Republicans benefit from absentee ballots. But in the case of Miami's 1997 mayoral election, hundreds of absentee ballots were made for sale or sent out to non-Miami residents. Fraud was so extensive in the race that the final results were overturned in court (FL Dept. of Law Enforcement Report, 1/5/98)."
