You wrote, "The Naval Criminal Investigative Service conducted their own inquiry." A tiny clarification is needed: No way did "NCIS" investigate the Winter Soldiers because back then they were the Naval Investigative Service (NIS). NCIS is a 90's term, made popular by a current television show.

First, I want to say I think it's awesome that you are at stay at home mother. Truly aweseome. Soon I will be, too. We are adopting. Secondly -- as to the clarification on NCIS -- all I can say is I used as my source Unfit for Command. Let me direct you to page 112:

"At the conclusion of the Winter Soldier Investigation...Senator Mark Hatfield also called for a miltary investigation into the charges that had been made. The Naval Criminal Investigative Service (NCIS) conducted the military inquiry."
