I would be very surprised to find that Kerry held a TS clearance after leaving active duty. Since he would have no "need to know" he would have been debriefed and signed out of the program.

In my experiance, I only held a clearance as high as was required to perform my duties. And that was tied to the command/job I held. I have carried TS/SCI clearances on active duty and as a civilian contractor. If the job I was in no longed required a particular level of access, you were debriefed.

Not that I want to take up for Kerry (he s#@&s) but I was a Naval Reservist and had a Top Secret Clearance. I had to have one because I was attached to Naval Control of Shipping and attended Anti Sub-warfare school.
