And with their neighborhood under attack by a river that has made many feel powerless, some say, firearms allow residents to feel in control of something.

What kind of patronizing crap is this? They are in control of something, the safety of themselves and their property. This sounds like they're hanging onto firearms as some sort of security blanket against the unstoppable river. That not only isn't so, it's insulting.
