Kerry was reportedly transferred from Ready Reserves to Standby Reserves in 1972. All personnel in Standby Reserves-Inactive list (including Kerry) were NOT eligible for promotion. This is not an issue. It is something else. Aside from the fact that passovers for promotion are handled under separate titles of the US Code, not 1162 and 1163.

Thanks, Chief. I sent you a question privately about this as I still have some confusion. However, another question: When Kerry appeared before Congress and spoke against the troops he was "out of uniform" according to military standards. We have seen the pictures, etc. Was there any reprimand for appearing in public, wearing army fatigues WITH ribbons, hair not cut, etc. As an officer he should have known ribbons are only worn with your Class A uniform. Could it be that this, along with other Letters of Reprimand are on his record that demonstrate his total lack of regard. Perhaps so many as to cause him shame if revealed now?
