If there was a mass review of certain discharges, wouldn't there be someone available to talk about what was going on back in the day, generally?
If there were such a thing as a mass-review of discharges, they would have all been rubber-stamped and processed through. I doubt anybody would have remembered LT(jg) Kerry's document.
