From your link "Terrorists are making fake bomb threats and watching our responder's reactions. I think it's very important to carefully read this article:

FBI says bogus threats may come from terrorists wanting to observe safety procedures

KREM 2 News Erik Loney reports
SPOKANE -- There's a new terror warning from the Federal Bureau of Investigation about how fake bomb threats could be the new training ground for terrorists. The Spokane County Sheriff's office is preparing for an increase in bogus calls after learning terrorists might be trying to learn our safety secrets from the false alarms.

The sheriff is training his detectives and SCOPE volunteers to respond to bomb threats. This new squad will not be sent into the danger zone. Instead, they will be sent out to search for anyone who may be observing law enforcement operations.

Two months ago, a caller with a middle eastern accent claimed someone had planted several suitcase bombs inside the Spokane Valley Mall. Sheriff's deputies responded to the scene in force, but found nothing.

Now the FBI is warning that the person who made the call could have been hiding in the shadows, watching how authorities responded to the threat. "They're standing back and watching our response and doing surveillance on how we respond to these kind of calls," said Spokane County Sheriff Mark Sterk.

The Federal Bureau of Investigation has warned that false bomb threats may be the work of terrorists wanting to observe law enforcement safety procedures.

Sheriff Sterk said his office is preparing for a possible increase in bomb threats at places like schools, hospitals and malls. They are training a group of detectives and volunteers in counter surveillance. "They will be paged like the bomb squad, and SWAT," Sterk told KREM 2 News. "And we'll direct them where we want them to go."

Sterk said he does not know if terrorists made the Spokane Valley Mall bomb threat, but he said his squad would be ready the next time a threat comes in. "We know they plan for years and years," Sterk explained. "They do lots of surveillance before they commit acts of terrorism. That's why we need to gear up and be better prepared for it."

Sterk noted their intelligence has informed them that terrorists are changing their tactics.

****The FBI is concerned about the possibility of eight, nine or ten coordinated attacks in middle America as much as another attack to a large metropolitan city.****
