Incitment to racial hatred is a crime in the U.K. and precident does include the Jews as a race. Why havn't these people been arrested? You're guess is as good as mine - if any of them are foreign, they should be deported immediately, and any citizens among them should be tried. Pussyfooting around on minor indicents (calling for death to Jews) will merely cause major ones (actual death for Jews).
