This article is over a year old.
I made the inference, not CBS.
The idea here is that Bush made the decision to depart the Clinton era policy of "swatting at flies" which lead to a whole lot of nothing, and to engage the terrorists in all out war.
Kerry still sees terrorism through the prism of September 10th. He still sees terrorism as a "nuisance", like those flies that Clinton would occasionally swat.
Kerry just said that we need to return to the Clinton law enforcement approach to terrorism, and the comparison of "nuisance" to "swatting at flies" is the most succinct way of exposing just where Kerry really stands.
Kerry's "tough talk" on the campaign trail has been nothing but empty rhetoric. He still lives in a September 10th world. His facade has finally cracked, and the light of day is starting to shine through.
