That Prague connection is perplexing because they stand by their intelligence that Atta was there. Yet Atta's cell phone was used in the US a few days prior to his being seen in Prague, which could be easily explained. The CIA seems to be divided on this matter so we'll probably never know.

USA phones do not work in other countries. It seems fairly logical to me that he would leave it in the US where it might have been used by someone else (while he was out of town).
Why carry a cell phone to a country you cannot use it in.
I leave mine behind every time I go to Italy where I have a cell phone that uses a SIM card.
