I hadn't thought of it that way because I don't see the war on "terror" to be ultimately winnable....in the same sense that we'll never "win" the "war on drugs"...we can only keep drugs at bay.We can keep terror at tolerable bay, but we'll never eradicate it...there's too many whackos out there.
I think you're right, though: the statement seems to indicate that, though we can't eradicate terrorism from the world, there is a logical point at which we stop invading other countries and it doesn't seem like Kerry is willing to take the ball to that goal.

We will never get all the terrorists...just not possible..., but we can make significant progress to where it goes beyond just making it a "nuisance" to where it is honestly basically a defeated enemy who can't act.
That Kerry is only willing to go as far as to make it a nuisance shows where his heart is.
