Apparently even the Nobel committee couldn't deny Americans and--heaven forbid--an Israeli most of the science Nobel prizes. They have been in the habit of making a mockery of the others.

Based on what is known on HIV structure - designing such a thing de novo starting from the intended function is something the humans might be able to do in the future, but are not capable of doing now. Most certainly it was not within human knowledge in 1960s-70s.

While farfetched, I cannot discount the possibility.
However, if I were to engineer a virus, I certainly would not create one that was so easy to prevent.
Don't share your heroin needles, don't be a rump ranger, don't sleep with anyone you can get to hold still long enough. Sounds pretty simple to me.

Of course it's an agent, what the headline writer meant to say was weapon.
