Believe it or not, there's a law. Once an "artist" is paid to create something for a public building, the "art" cannot be altered without the permission of the "artist."

I don't remember if it's federal or state law.

The city paid for it. It is theirs. They do not need her "permission" to do a damn thing, IMO.
If she thinks everything needs "permission", I think she should ask our permission to breathe. She's an IDIOT.
