No, Kerry isn't doing better than GW. He's spouting his usual horsehocky, which GW is exposing as fraud and lies. No DRAFT! You don't need a draft when you pay the military a living wage. That's a shiv in the side of RATs and Clinton, when military families were on food stamps. Oh, yeah, Kerry's calling the national guard a back door draft. He's gonna build alliances, etc. blah, blah.
