If you read the ISG's Report Summary, there's a lot of assumptions that S/H didn't do the logical thing with his C/B weapons program (like make C/B weapons).

I agree with tomnbeverly- they're in the Baaka Valley and in the hands of al Queda.

Remember the foiled attack on Amman?  Who else in that region has the ability to produce those C/B weapons?  Maybe the Israelis gave it to al-Q?

According to the perp the Jordanians captured:

Jordanian authorities said the attack would have mixed a combination of 71 lethal chemicals, which they said has never been done before, including blistering agents to cause third-degree burns, nerve gas and choking agents.
