The oil for WMD scam and bribery parade was designed to fool the UN inspectors and remove UN sanctions. Once the UN inspectors declared there were no WMDs, sanctions got lifted, WMD production begins ASAP.

So Iraq dumped their WMD stocks, or hide them in Syria, easier to make new rather than store and hide old. The oil for WMD money was used to built dual use facilities and delivery vehicles. Intelligence hits were probably on the WMD programs not the actual materials or weapons. Warhead filling begins in 6 months post sanctions. Neat plan.
