This appears to be a cloaking device malfunction. I concur. But its not ours - no Asgard ship has ever been detected in Earth orbit. Its most likely the Tauri X-303 or a Tokra design - we provided Asgard technology for their shields but they do not know how to maintain them.

I am unaware of cloaking on the BC-303. Perhaps it is a Goa'uld cargo ship or a puddle jumper. :)
