WASHINGTON (AP) - The Senate on Wednesday overwhelmingly approved a massive reorganization of the United States intelligence community to address the Sept. 11 commission's complaints that the nation's spy agencies don't work together properly to deter terrorist attacks
The bill, approved on a 96-2 vote, would create a national counterterrorism center and also a position of national intelligence director who would coordinate most of the nation's nonmilitary intelligence agencies.
"Those two provisions are the key recommendations of the 9/11 commission," said GOP Sen. Susan Collins of Maine, who shepherded the bill with Sen. Joseph Lieberman, D-Conn. "We want to make sure that the new national intelligence director is able to marshal the funds, the people and the resources to counter the threat of terrorism and other emerging threats."

Funny, Kerry was saying how important it was to immediately adapt the 911 commission recommendations. But does not have time to show up and vote for it.

The no votes were Hollings D-SC and Byrd D-WV.
It was Byrd who said that we'd be "rushing" into this thing like we did with Homeland Security. I think he's loosing, er gaining, his noodles regarding everybody's near agreement on getting this done ASAP.
I expect John Kerry to denounce this: "It's important to revamp the intelligence community, but it must be done in the right way. When I become President, I will have a Plan to do it the Right Way!"

Pardon my ignorance, but isn't this what the Department of Homeland Security was supposed to do?
Adding another layer is unlikely to help, and very likely to confuse matters even further.
This bill did nothing to address many of the 911 commission suggestions on immigration.
There is a glaring omission in S. 2845: it contains no immigration provisions despite the fact that The National Commission on Terrorist Attacks Upon the United States (9-11 Commission) made several recommendations with regard to immigration that, in the Commission's opinion, would increase security and help prevent a future attack.
H.R.10 which is before the house right now addresses those issues. There are also amendments to H.R. 10 that are trying to strip the bill of important immigration provisions.
Amendments to strip H.R. 10:
Menendez Amendment #27 - Substitute amendment by Rep. Bob Menendez (D-NJ) which strips out all of the immigration- related provisions.
Smith Amendment #50 - Rep. Chris Smith's (R-NJ) amendment removes the provisions allowing expedited removal of illegal aliens, terrorists, and criminal aliens present in the United States less than five years.
Smith (NJ) #51 - This amendment, also by Rep. Chris Smith (R-NJ), strikes the section designed to prevent fraudulent asylum claims.
The senate bill has no teeth and they are trying to do the same with H.R. 10
Why is it that neither of these guys ever show up for work, but the President seems to be able to multitask.
It would have been 96 to 6 if they would have showed up.
Perhaps neither senator could make up his mind. Of course, the last thing either senator wants to do at this time is add to his record.

You know what Kerry's telling his supporters, of course. "Well, I knew my vote wouldn't have counted, so I didn't take the time to return to Congress to vote on it."
sKerry's got his people so bam-boozled that they believe a lie. He's not "busy" he is just danged "LAZY." He doesn't HAVE to work, so why should he. He's got a rich wife.
